Purpose of this plan change
The purpose of the proposed changes is to improve the clarity, consistency and usability of the Operative Rotorua District Plan.
These changes have come about through implementation of other rule changes, statutory hearings and the introduction of national performance standards.
None of the proposed changes alter the strategic direction, objectives or policies in the Plan.

Aim of proposed changes
The proposed changes would address:
- the need to clarify the status of community housing activities that do and do not meet performance standards for permitted activities.
- provision for home-based businesses that are no longer compliant under performance standards, reducing unnecessary consenting costs.
- establishing a compliance pathway for ‘non-typical’ residential activities.
- removing restrictions on reversing into private accessways.
- amending performance standards for infrastructure to provide for wireless telecommunications.
- clarifying rules, standards and definitions to improve efficiency implementing the District Plan.
