Background

The Rotorua Lakes Council proposed to undertake a number of minor amendments to the Lakefront Reserve section of the Rotorua Townships Reserve Management Plan to enable the redevelopment of the Rotorua Lakefront.

The redevelopment of the Rotorua Lakefront was identified as a key project in Council's 2018-28 Long Term Plan.

Proposed amendments

The existing Reserve Management Plan generally anticipates the redevelopment of the reserve; however a number of minor amendments are required to enable the redevelopment to be undertaken.

The purpose of the proposed amendments is not to change the overall intent of the Reserve Management Plan which recognises the reserve as primarily being a significant community asset with public access being the key priority. The proposed changes will also provide ongoing protection to the Village Green.

About the Reserves Act 1977

The Reserves Act 1977 is the central piece of legislation that governs the administration of public reserves. Under the Reserves Act the Rotorua Lakes Council, as a reserve administering body, is required to have in place reserve management plans for all reserves under its control and to ensure that those reserve management plans are kept up to date to reflect changing circumstances or increased knowledge.

The Reserves Act 1977 sets out the process for preparing or reviewing a Reserve Management Plan including the requirements around community consultation which includes a requirement for submitters to be given the opportunity to be heard in support of their submission.
