Policy adopted by Council

Rotorua Lakes Council adopted the Local Alcohol Policy (LAP) 2025 at a Council meeting on Wednesday 25 June 2025.

This follows extensive engagement with key stakeholders, a pre-consultation community survey and public consultation on proposed amendments to the LAP 2019.

The adoption will take effect from 1 August 2025. The LAP 2025 aims to reduce the harms caused by alcohol in our community, such as crime, violence and health issues, by managing its sale and supply.

What's in the updated policy?

🧊 A freeze on new off-licences for three years and a presumption that a new licence will not be granted following this period, subject to a few exemptions. This will take effect from 1 August 2025.

⏰ Maximum trading hours for off-licences have been reduced to 7am to 9pm. This will take effect from 1 November 2025.

✅ Additional conditions for off-licences have been added for the District Licensing Committee to consider. These conditions will be reviewed during the renewals process.

❌ There are no changes to on-licences, club licences and special licences.
