Rotorua Lakes Council adopted the 2018-28 Long-Term Plan (LTP) on 28 June 2018.

The Long-Term Plan consultation for this period has closed. Thank you to everyone who submitted. We received 545 pieces of feedback from individuals, groups and organisations.

The Long-Term Plan 2018-28 sets out what Council proposed achieving over the next 10 years and how that would be funded.

The Strategy, Policy & Finance Committee deliberated over the Long-Term Plan on the 16th - 17th May 2018.

Background on 2018-28 LTP

Created in 2013, the district’s long-term vision created an enduring pathway for the Rotorua district, driving everything we do as we work with our community to achieve a positive future.

A refresh following the 2016 elections, The Rotorua Way, identified Rotorua’s strengths and opportunities to build on those, providing a clear direction to focus on for the next chapter in the district’s progress.

The Draft Spatial Plan has clear objectives as our district grows and clearly outlines where and how we will accommodate growth in the district.

The Rotorua Way & the Draft Spatial Plan has guided the development of our proposed 2018-28 Long-term Plan which, as this consultation document outlines, puts the focus on projects and programmes which will enhance our district’s strengths.

Once finalised and adopted, the Long-term Plan will be our action plan, setting out how we will deliver and fund what we’ve set out to achieve.

It is Council’s commitment to the community to deliver services and projects that contribute towards the vision and the district’s strengths in a financially prudent way, balancing the challenges of affordability in the present while meeting the demands for future progress.

Reviving our facilities

Ensuring our facilities are modern, safe and well used facilities that meet our needs and our lifestyle.

Environmental sustainability

Enhancing the environment that defines Rotorua; a unique volcanic landscape, characterised by our lakes, rivers, mountains and geothermal features. Our focus for this long-term plan in terms of environment sustainability is lake water quality and waste management.

Growing our district

Increasing the resilience and vibrancy of our communities and neighbourhoods by ensuring our infrastructure is in the best condition it can be to meet the present and future needs of growth.

Keeping the foot on the pedal of progress

To plan for future progress by developing bold visions that continues to enhance our special district, that position us for future investment based upon our strengths – environment, lifestyle, culture, opportunities.

Funding delivery and action (the financial strategy)

Delivering a financial picture that over the next ten years outlines how we will seek to achieve Vision 2030 and balances affordability with providing our services

Why we review LTPs

The Long-Term Plan is reviewed every three years to ensure it remains relevant and reflects the direction of Council and of the Rotorua district.

This document includes key proposals for managing and maintaining current facilities and community assets, as well as planning for projects and programmes that will promote and position us for future growth and development.
