Rotorua Lakes Council adopted the Pārekareka: Play, Active Recreation and Sport Strategy on 6 November 2024.

Thank you for providing feedback to help us develop a Play, Active, Recreation and Sport Strategy (PARSS) and an Open Space (Parks) Network Plan for Rotorua.

Rotorua Lakes Council has identified the need to develop a Play, Active Recreation and Sport Strategy and an Open Space (Parks) Plan. The purpose of the strategy and plan is to provide high-level guidance for the future needs of the Rotorua community in play, active recreation, sport and open space (parks), including priorities for programme and facility provision. It will be used to inform Council’s Long-Term Planning. The Council is working with Te Arawa and we have engaged Recreation, Sport & Leisure Consultancy (RSL) / Otium Planning Group to undertake the strategy and plan on our behalf.

Both the strategy for play, active recreation and sport and the plan for open spaces (parks) are community documents designed to improve opportunities for our people to participate in play, active recreation and sport. Your support in the development of these community documents is necessary to ensure they reflect the needs of our people.

Strategy for growth

Council is preparing a Future Development Strategy (FDS), which is a 30-year high-level strategic plan for growth, outlining areas in our district for potential future housing and business. Good growth is supported by providing the right amenities to create thriving communities, and open space is an amenity which is important to our community’s wellbeing.

The PARSS and Open Space Network Plan provide guidance on direction, investment and work programme for play, active recreation and sport, and our open spaces. It is important that we understand what future growth looks like before we finalise a draft PARSS and OSNP to ensure they have the same focus.
